No, no it is not. If it was, you would have the report delivered to your "customers" on the date specified by the EO and Congress.
Every agency, be it local, state or federal, looks upon deadlines of their work products as suggestions, while, woe be to the harried, over-worked small business owner or taxpayer who happens to miss one of their imposed deadlines. April 15th, anyone?
