More likely the cyclists were doing 22-28 mph. On the shoulder. That should be an awfully safe ride. There is absolutely no reason for a vehicle to be driving that closely to them. A competent truck driver would also squeeze left just like he does for every time there’s a car stopped on the shoulder.

The driver is at fault here.

This article says the riders were in the right travel lane.

We have a huge new development in my suburban neighborhood. It has a a beautiful new 12 mile long 4 lane divided road with wide bicycle lanes. So it’s very popular with bicyclists from all over the area. Yesterday a bicyclist waved at me for not moving over as I drove past. Apparently, he wanted both the bicycle lane and the right travel lane.

Lets see, you have no idea but you say they were all on the shoulder at point of impact? All the damage to the bobtail was to the right side front, which would mean most all the debris would be push towards the right, even further from the #2 traffic lane, to the right side of the shoulder. So tell me, if that’s the case, how did all that debris end up in the middle of the #2 lane?

....” That should be an awfully safe ride”....

I've never seen any “vehicle” where you have to ‘balance’ between two rolling wheels a ‘safe’ ride. Put 20 bicycle riders together balancing their wheels isn't exactly the way to safely travel on an open highway.
