We have plenty of food, water, medicines. I wish I could tell you we have lots of boom boom stuff, but we lost it all in a boating accident, in the ocean!

I’m of the opinion that yes, it can but POTUS is trying mightily to avoid it.
If it must happen, tho, it will be over in a matter of 48 hours.
