I’m pretty sure that is the case from some things I read. The Texas case is more encompassing and covers the same ground plus even more, so didn’t make sense to do both.
And, the citizens cede more of their power of self-governance.
Yeah, how are they getting here? How will they be supplied? I'd buy PRC since they don't care about their troops anyway, but the Russians already have had a recent glimpse of the US in battle in a foreign land.
