Exactly! That is very odd.
Here ALL ballots : voted, spoilt; non certified by clerks just be kept in a secure location. They would never be placed in an open room where traffic can come and go. Wonder if these were the unofficial (fake) ballots.

Phoenix Arizona is where ONE of the MAIN printers for the Presidential election is located. At that point I don’t think they would be folded. They would be mailed out FLAT so the different locations could add what would be pertinent to THEIR location.
