How I can explain it as of now, is

The data shows a software ability to set a ratio and then the ratio is being transferred between precincts by taking the first available precinct from “an ordered alphanumeric list by County, Precinct”.

It’ll probably be a few hours before I can digest it enough to give a clear explanation and let’s hope before that someone much smarter that I comes along and gives definition.

You come to class and don't miss even one and at least try, and I'll pass you." I received a C in his class. My husband had him the semester before and received a well deserved A.

Wonderful guy who was actually an engineer at General Electric. Four teenagers at home. He build a plane at his home and while trying it out hit a tree and died. VERY SAD!

I understand algorithms, I had to do them by hand in college. But it’s hard to explain it, I think the explanation you gave suffices.
