I agree but one aspect of Special Counsel statute and specifically in Barr’s letter it specifies that Durham is to make a report to D_J which could then be DECLAS’d.

And, we shouldn’t expect his Special Counsel duties to wrap up nad have a report issued until sometime in T2Y1.
