Symbolic of something beyond my understanding.

The Count (a night creature) ... symblic of vote COUNTing in the middle of the night, and dependent on the USPS?

Maybe he’s telling people “COUNT on the USPS [to come through for us] and the Supreme Court will back us up later.” The Ginsburg ornament is a type of menorah celebrating her “I Dissent” positions.

Definitely a menorah. Image is too small to identify the centrail shamus figure.

Looks like a black-robed RBG action figure, complete with lace collar signaling resistance.

You're right! It's RBG standing as Chief Justice above the other eight Justices.

Each brass cup is a candle holder.
