Minnesota Voters Alliance and its member-plaintiffs bring this lawsuit against the City of Minneapolis because federal law preempts private federal election grants to cities. The Center for Tech and Civic Life (CTCL)(Zuckerberg) has essentially created a constitutionally impermissible public-private partnership with the City of Minneapolis to run its federal elections on November 3, 2020. CTCL has awarded a $3,000,000 private federal election grant to the City of Minneapolis.

Basically, this extra money from Zuckerberg was designed to drive up turnout in big cities where Democrats get elected. As such, this seems to be a gross violation of the rule of Bush v. Gore, where election officials are prohibited from advantaging turn out efforts in one place over another. And that is precisely what urban counties have done by accepting Zuckerberg's Facebook grants to increase voter turnout.
