I lot of times I get that ‘not available to you’ message too. Every time, if I refresh, it comes up. Might have to do with me having deleted my account last year.

Nope - never had an acct and I get that message now and then - but since it comes up when I’ve used a link to get to the tweet, I determined it’s due to incoming links not always displaying correctly (on the first page load - reload and it shows up).
I had the same problem. I tried to log in with with VPN with a site in Mexico. No problems. They are just blocking US sites.
I get the same.
