There is a process.
SoS has indicate he will certify sometime today (that was 0830 this morning) before 5PM.
The slate of Electors is then Certified by the Gov (Nota bene; there is no requirement that the Gov follow the results - that I have found)
Once the SoS certifies, within 2 days a recount can be demanded by one or more of the candidates.
That does not nullify the certifications but can certainly cause a “recertification” prior to December 12.
