Exactly.
A recount will recount the obvious invalid ballots.
Filter those first and only “validly cast ballots” will remain.
Then, in the recount, if a ballot (or a batch) is scanned more than once, the physical ballot will not be there.
No ballot, no vote.
Minus one.

Let me re-state

A recount will recount the all ballots present.
Filter the invalid ballots first by an audit and only “validly cast ballots” will remain.

Then, in the recount, if a ballot (or a batch) is scanned more than once, the physical ballot will not be there.
No ballot, no vote.
