No, I see no guns and badges. Government will require businesses to enforce the mandates. If the business doesn’t enforce it the business will be fined, which puts more money in the public treasury for the bureaucracy to dole out. The anger of the people will be directed at the businesses, not the politicians.
If small businesses are ruined and go bankrupt due to fines, so be it. Their employees will go on the dole and as government dependents succumb to the behavior expected of slaves on the government plantation.

But ultimately, EVERYTHING is backed up by the muzzle. Every “suggestion”, “recommendation”, decree, edict, mandate, order, etc., is backed up by the threat of lethal force.
Try NOT obeying them, not paying their fines, resisting their attempts to take YOUR property.
