That’s true, but it would seem that authority should have\be\is either reuglations\regulated by the state constitution or by state statute. I tried to do that dive in Pennsylvania and came up with my head hurting.

I didn’t dive too deep into any statutes. And I stopped with PA. Everything seemed to point back to the State Constitution.
