I would think so. So that means in my example that only 47 states would have representatives in the Senate and the House.
I believe that vote would occur in Dec with the current Congressional makeup.

in NV, 200K votes were verified by machine only - registrar reduced the signature veriture to 40% setting so that the sigs would be more easily matched.
removed factory setting. Requires 200 DPI, setting casting doubt on the 200K ballots.
The next 400K votes, GOP never got to see them.
