Note this is old technology. This is required by Homeland Security on all printers. Nowadays on newer than 2004 the serial number may be imprinted in a different manner that is confidential.
The short story is that every printer embeds its serial number on every sheet it prints so if extra ballots were printed on a different printer than the original you not only could tell it was a duplicate. You could prove what type printer and which one.
There actually is a secret watermark on every American printer.

non digital copy machines do not retain anything. the newer digital ones retain until their memory fills up then it starts overwriting starting with the oldest copy in memory.
yes all recent printers encode the ss# with yellow dots onto the paper they print, but there are still many working printers from the 90s which do not. I don’t know about commercial printers having this, but I doubt it. Especially the ones in China. even if the newer ones are mandated to have this tech, there are lots of old commercial printers in existence
I read something paper being encoded a long time ago, but I am pretty sure it was a theoretical proposal that was not implemented. I wrote an article about it back in 94 or 95 but I do not remember the details.

In 3rd-world countries, you would be correct about offset printing. But in the US:
Top 2 images: HP commercial inkjet printer, capable of 20,000 ballots/hour.
Bottom image: Onsite, on-demand absentee ballot printer for precincts who can afford it ($20,000 for the little one; use your imagination for the HP).
I seriously doubt that such printers are exempted from federal law governing "watermarks" (a misnomer) on prints produced by such equipment.

Not exactly. Yes & no. My quick research suggests that all ballots are, indeed, imprinted with hidden data which only the certified vendors are able to reproduce on the ballots.
I have no idea when exactly this occurred, but I’m sure it was in the switch from presses to printers (presses could only embed barcode or alphanumeric identifiers).
Fake ballots will be totally out of sequence and/or have gibberish embedded on the ballot. If they used COS printers the ballots actually are encoded with the serial number, which is trackable via the manufacturer & retailer.
I believe that the “watermark” comment widely distributed in so-called “debunked” reports is a misnomer referencing the hidden identifier likely included on each & every modern paper ballot in the U.S.
It’s too late now, but as an industry expert I’m keen to closely scrutinize the next ballot I have in my hands...

1. All states get ballots from private printing companies.
2. All printing companies get their ballot cardstock from a handful of the same private companies.
3. Law enforcement works with private companies on missions all the time.

If each ballot is numbered and recorded, then how is the voter’s identity kept secret?

That would be make the whole concept of the secret ballot is a fraud.
Both parties would haveen been committing criminal civil and voting rights violations on every single voter since the 1980s.
The current fight going would be a Matrix-movie level illusion.
Programming computers to cheat and stuffing ballot boxes after Tuesday is more reasonable explanation.

It would be a simple matter to match the number with the voter.
The ballot number is recorded as being used. The voter is recorded as having voted. But the number of the ballot is not recorded with the voter's name.
At the end of the day, the number of ballots cast must equal the number of voters, and all spoiled or unissued ballots must be accounted for.
This prevents a poll worker from just marking up all of the unissued ballots and running them through the machine. They would also have to mark off an equal number of voters as having "voted."
However, Poll watchers are given access to the same voter database that the precinct uses, so they can see who voted and when, so a poll worker can't just magically mark 500 voters have voted after the polls closed.
But with about 100 million supposedly legit ballots mailed out, most of the ballots they stuffed probably were printed on legit paper.
This is an anti-counterfeiting measure. It is not ballot-specific.
