It's only going to work if every CDL holder in the country signs up. As the supply of truck drivers dwindles, and demand for their services remains the same, or increases, it will be more lucrative for those who are willing to drive into the cities...and there are always people willing to put money ahead of country.
That's part of the reason we're where we find ourselves right now.
