Is the governor shut-out completely?
I’m hoping, “yes”.
But, IF the governor’s have to sign the action as if it were a bill, then...won’t work in our favor.
AND, don’t put it past wHitler to impose that on the action due to extra-ordinary situations.
The governor is shut out completely. The Constitution gives the state legislature plenary and nonjusticiable power to allocate electors as it sees fit. This was confirmed by a Supreme Court decision in 1877.
