Potentially thousands of requested mail ballots lost in Butler County, official says

Story:
While in the states, a relative who is with a missions group in a foreign country, requested a ballot be emailed to them like the other employees in their organization. The local Superivisor of Elections stated that this would be done.
The ballot was to be filled out, when received, and taken to the American Embassy for mailing, by the embassy with its employees ballots. The deadline for this process was last week.
Other employees received their ballots by email, filled them out, and they were taken to the embassy and mailed, in time to make the embassy deadline for mailing.
My reletives ballot came by snail mail yesterday, far too late to be mailed.
