Keep in mnd that there is an implied “line of succession” within the Senior Executive Service (SES) that causes extreme upset among those in the service (”derps”) to whine and cry to their Demcoratchek overlords.
Just recently, Sch-toobin-mer announce an investigation for one of Trumps appointments (don’t recall which) that jump this implied succession.
I’m pretty sure it was in an intelligence agency but just not “opening the right drawers” now.
