Looks like there is a lot of research that has been going. Particularly limb replacement/reattachment.Putting an arm where there was an arm previously is one thing. Actually, grafting a donor penis to men who have lost penises through disease or accidents have been performed successfully.
This article talks about attaching a penis to a woman who has never had one before. That would require an order of magnitude of medical advances.
