From the government/health authority point of view, there isn’t a difference. They’re both counted as positive cases and the quarantine procedures are the same.
I crossed into Buffalo, NY, from Canada in mid-June and when I returned after 5 hours, I had to quarantine for 10 days, so I may as well have been a “case” too.
I had a friend return to Canada after 5 months in Arizona in April. She had to quarantine for 10 days as well, and re-purposed elevator inspectors checked on her 3 times to make sure she was quarantining. They didn’t bother to do that with me.
I’m not sure. I figured those protocols would be the same. You could be asymptomatic and still shed the virus, as far as I can tell — a temporary Chinese Frankenvirus version of Typhoid Mary.
