Still, even then it doesn’t mention civilians saluting
so please, don’t salute if you haven’t served.

I read a short story on bing about two of our soldiers in Berlin and a our Vice President drove by them. One asked the other if they were suppose to salute and his friend said he wasn't for sure but to be on the safe side they should salute out of respect. So they saluted and the then Vice President saluted back. It made their day. So I think if a soldier salutes the Vice President he'll salute back if nothing else out of respect.
