The thing is, since Q and team already know the big picture and where all the bodies are buried, they likely pointed Durham in the right direction from the start. Some of the knowledge Q has may not be admissible in a civilian trial, and would have to be ‘rediscovered’ by Durham through different channels. It’s likely that the blueprint was laid out for Durham by the Q team at the beginning, so that they didn’t have to start from scratch and figure everything out on their own. Their job was to find the paper trail.

Good post and the above portion brought to mind that everything Q dropped is open sourced.
If any of it was a criminal act, it would not be available.
It is the compendium of evidence found in these that can /lead/ us to understand there is an underlying, nefarious and likely criminal conspiracy.
