Sounds to me like Durham is by comparison to a drug investigation, aware of enough to indict some mid-level dealers, but then gets potential incriminating information about the kingpins. No prosecutor worth his salt would plung ahead with what he’s got and destroy the opportunity to get those at the very top of the organization.
The analogy of course is to information about the Clinton Foundation and the recent and uncharacteristic leak that Durham’s team is working on that angle - plus the report last week of a DOJ aircraft at the Little Rock airport loading up boxes.
Through the lens of an investigation that is focused only on discovering the truth without regard for timing, these seem to be unmistakable signs of an upwardly-expanding investigation.++

A Boeing 757 jet registered to the Department of Justice was spotted at Little Rock Airport, reportedly loading boxes similar to those used for storing evidence, sparking speculation that a new phase in the investigation into the Clinton Foundation, located in the Arkansas capital, is underway.
The thing is, since Q and team already know the big picture and where all the bodies are buried, they likely pointed Durham in the right direction from the start. Some of the knowledge Q has may not be admissible in a civilian trial, and would have to be ‘rediscovered’ by Durham through different channels. It’s likely that the blueprint was laid out for Durham by the Q team at the beginning, so that they didn’t have to start from scratch and figure everything out on their own. Their job was to find the paper trail.
