From the comments at the link you shared regarding watches and factory time set:
“The clock factory tests the clocks and testers put the time 10:10 to the clocks which were tested and tests are passed. So they make 10:10 makes a tick mark that the clock is working fine and ready for delivery”

There is an incongruity in the MM clock, tho.
The hands point to 10:10
The illuminated minutes signal 10:08.
The register is off yet the the clock made it out of the factory as passed?
