OK. That clip from Sum of All Fears is what I think Q has been pointing us to with every reference to the movie. Specifically, "You don't fight Russia and America, you get Russia and America to fight each other."

That, IMHO, is the impetus behind the Russia, Russia, Russia! hysteria. De-legitimizing President Trump's election was part of the play, but increasing tension and animosities between Russia and the US was a big part of it too.

No it was not. Operation paperclip brought it to the USA at an optimal level. The Intelligence Agency of the Nazis that was focused on the Russians was left alone to continue to operate unimpeded. And a number of high level individuals escaped.
