I'm not an expert, but my guess is they have to be selective. Too much of anything can be detrimental.

That's said, your sandbagging theory is worth considering. While the few times we've seen him he hasn't been as clean and polished as last night, maybe it has been an elaborate ruse.

Or maybe, they hoped for the best and Joe isn't much better....they saved the good drugs for last night and now they can enact Plan B.
