the difference between a TARGET and a suspect?

Wrongo, Clouseu.

Target of the investigation, suspect, person of interest are basically the exact same thing. 'Person of interest' came into vogue because 'suspect' was too mean sounding.

It has nothing to do with 'framing'.

But it does have something to do with the legal obligation to read the 'target' his Miranda rights.

That's about it.

Not a lawyer, but I did stay in my comfy bed last night.

Miranda has enabled a lot of bad guys to slither away into the darkness of repeat badhood, from what I’ve read. Hamstrings cops.
