You might not be able to launch it without a french Mirage, or with some rigged up avionic lauching system. You could try to set it off when a motorcade passes by, or, a suicide mission with a small plane or helicopter.

Wonder. Are we training ME pilots used to flying Mirages? Are there any Mirages stationed in Egland in S Florida?
