There’s an old rule of thumb to put that public disclaimer on the end of the ad if it’s a positive ad and at the beginning of the ad if it’s negative / hit piece. The thinking was that if it’s good then you want the candidate visible / heard after the message is taken in ... otherwise put it at the beginning so it’s left disconnected. IMO they should have made this disclaimer come at the beginning vs. end given it is a silent ad.
