It may come to that but I see POTUS re-directing the task of his USPS agents (by directive to his newly appointed PmGen) to receive, retain and verify all mail-in ballots (chain-of-custody) and transporting them to polling/counting centers.
The States can conduct elections in any way they see fit.
Yet, the States don’t have “postal service”.
USPS agents are federal marshals and inspectors.
The USPS is a federal agency.
The States, while desiring mail-in ballots, are restricted to using an agency controlled by the Executive.
They may have shot themselves in the foot and possibly allowed the feds to control the election process through the back door.
