I just wonder who the first arrest is that will shock the world.

It has to be done in a logical and sequential manner. start at the bottom and climb to the top, one step at a time.

OR

They could do a mass arrest and incarceration like they do with gangs, suddenly in the middle of the night.

But that is not likely because of all the infiltrators in the ‘system’ would leak and inform their ‘masters’ and they would flee the country.
