I'm sorry to hear that. I had a fraudulent purchase on my debit card a couple of years ago. My bank is a regional one here in NY State. I was able to contact the company that took the order, and because the order hadn't been shipped yet, they cancelled it, and issued the credit back to my account.
The bank should be able to find out where that money went. I'm at a loss to tell you how to proceed, to get the bank to do their job.

Are you sure she is being fully truthful? Is it possible she was scammed and does not want to admit she was taken?
