Offering a dog a treat is not a threat. A lot of postal carriers carry dog treats for when they encounter a dog that is acting agressivly in order to gain their trust.

Postal Carrier are not complete strangers and do not make threating statements like below. Dog owners threat their dog like their child, would you let a stranger give your child a treat in the park.

It could be taken as a threat when he say this then pull the treat out a threat. To me that sounds like: watch me poison your dog then.

She will sue in court for libel. They have his interview and facebook post where they could get ajury to side with her. That is wide he will not work with the police department to press charges.

From another damming interview of the bird watcher:

ME: Look, if you’re going to do what you want, I’m going to do what I want, but you’re not going to like it.

HER: What’s that?

ME (to the dog): Come here, puppy!

HER: He won’t come to you.

ME: We’ll see about that…

I pull out the dog treats I carry for just for such intransigence. I didn’t even get a chance to toss any treats to the pooch before Karen scrambled to grab the dog.

HER: DON’T YOU TOUCH MY DOG!!!!!

"but you're not going to like it": Is this a threat?

I think a good lawyer can prove libel here.
