No, learn English in English - all subjects. As it stands now they teach social studies (not history), science, math, etc. in two languages. Get rid of the second language crap. Speak English in our schools with the exception of learning foreign languages; which I advocate. But in foreign language classes speak only in that language. That's the way I learned and it works.
When my kids were school-aged (home schooled btw), they had a neighbor friend who spoke Spanish in his home. He was a bright kid, but did terrible in school. He couldn't even pass Spanish in school and he was horrendous in speaking English. He lived with his mother and grandmother, very nice people, and they could barely speak English. Their Spanish was what I call ghetto Spanish - just hurts your ears to hear. (Btw, I learned castellano septentrional, Castilian.) They were illiterate, and so was their son - in two languages. The school could never get it right for the kid. Every class he had was in Spanish, in different dialects.
The cost of English as a Second language is enormous because in some school districts it is not just Spanish, but multiple languages. The long term cost is just as bad as it creates non-functional illiterates.
Bottom line, we should insist that immigrants already speak English before settling in America. That future should many years from now.
