Seems odd that they would want to blackmail the Windsors since they are, presumably, one of the top blood line families. I guess the cabal doesn’t even trust their own.

Yes, all of those explanations make sense. I think people, myself included, often lose sight of the fact that there exists rivalries for power even within the cabal. Beyond that, they often deal with each other almost as harshly as they do the rest of the world - even sacrificing their own children if they believe its part of their satanic plans.
