Bob, When that cop started to demand her identification, what law did he suspect her of breaking? Or, do you think cops can just walk around and demand id from anyone?

Here is the rule the officer would be leaning upon:

“(3) requested the information from a person that the
peace officer has good cause to believe is a witness to a criminal offense.”

It is also unConstitutional in that the officer’s subjective determination is used as the basis. Vaguery.

The “rule” can be used in a badge-heavy manner to [unConstitutionally] “Stop&ID” anyone. As long as the officer believes the person is a witness to a crime. [AKA: He fits the description when said description is “black male with white t-shirt and sagging jeans”.]

How does one objectively “prove” a subjective belief?
