So you start an autonomous zone, which includes a police station with a “fun” name like CHAZ. Use young idealists and then the hard core take over and change the Name-CHOP, then arm your followers, use this as a base to run your operations-Etc.
Look out for the event to trigger Continuity of Government-that process seems to have lots of DERPs involved. Insurrection and Pandemic could be an excuse for example.
Webb is also concerned about some sort of bio weapon spraying at a rally/big event or shooting of people on both sides like in Ukraine.

When CHAZ was established they put signs on the barricades saying that upon entering the zone one was leaving the United States of America. Some controlling power made them take those signs down. Leaving them up would constitute secession - which we know from Abraham Lincoln how to deal with.
They are walking a fine line in Seattle; Constitutional order MUST be reestablished.
