Yeah a ‘universal background check’ on all guns purchased from a FFL holder after July 1st. So guns purchased from a FFL holder before July 1st are lost in the ozone, you just say ‘I sold it in 2019 to some guy in blackface, it might have been Northam I guess.’ They can’t track it by person if it shows up at a crime scene or whatever. They use the serial number to find the FFL holder, and then the original purchaser. Then the trail goes cold.

For guns purchased from a FFL holder after July 1st, they will be able to track guns or punish the person who sold the gun without doing a background check or reporting it lost or stolen.

After July 1st it will also be required that you report lost or stolen guns. I have no idea how well they enforce/investigate that, supposedly 9 other states have it already if I recall.
