Which ordinal direction was the camera looking at?
I don’t know DC well enough.
Just guessing, but I’d say it was looking from the Capitol building west, down the National Mall toward the Washington Monument. Mainly because that would be the logical place to have a camera installed. Compare the lightning video with this view and see what you think:
