There was a comment at the link that the nightclub they worked at together was burned down during the riots.

As I posted a while ago from an anon, the club was allegedly tied in with the Sinaloa Cartel. Named El Nuevo Rodeo Cantina—1996. Possible money laundering and counterfeit laundering operation. Person referred to as “owner”—more like manager “front owner”. Allegedly Omar Investments is the real owner.

Likely set up as FBI or CIA surveillance post when a dude was busted and became an Intelligence Asset to keep an eye on nearby Somalia etc.

As I said, then, I don't know and have no time for digging into it, so glad that Jesse is at least mentioning enough to get someone digging maybe.
