Yes for sure some of them were innocent. However, according to that Antifa Doc someone posted link to earlier, some business owners and Ins. Co. were on board in advance and part of the scheme.
Could be some of the retail stores suffering from no business during the Rona and looking at Bankruptcy, could get a more favorable outcome financially with Ins. settlement.
