This made it much more devastating than Ebola for example, which would have been quickly contained and had minimal economic impact.

I have no proof of this, but I can’t help wonder if this was a less dangerous, intermediate version of the virus that was used because white hats had destroyed more lethal versions that had been developed. The current version has mortality rates that are in the ballpark of seasonal flu. The only thing it has “going for it” is that it spreads easily. So the DS concluded that, that, in conjunction with a coordinated media disinformation campaign, would be enough to create an event that would achieve their goals.
