I think Joe knows that he will not be the nominee. And he is nervous that the he may not survive the reason for his needing replacement. He may have been the dumbest man in the Senate, but he’s not stoopit. The Clinton’s are involved.

I think that the dementia schtick is real.
He uses meds to stay lucent.
The meds wear-off quicker as the dementia gets worse.
I think Joe entered the race for cover from investigation and then in one of those too crazy to make up stories, real life ended up making him the (presumptive) nominee. No, they can’t run him, but maybe they’re thinking they can. Maybe the advisors who think they will be calling all the shots if he wins will keep flogging him through the campaign.
