The tower at Martha’s Vineyard was contacted at 9:39 as reported by Coast Guard Petty Officer Todd Burgun. (The plane was in the water at 9:41.)

The other officials reported he ‘never contacted a tower’, and Burgun was ‘removed’ from this investigation. Oddly enough, the local news station was asked to cut this report from their broadcast, but they cut it in the wrong place. William Cooper was able to obtain the original tape of Burgun making the comments.
