They oughtto flag her file as making false 911 calls, so that if she ever does call in a real attack, her call gets assigned the lowest possible priority.
And -- since she used the 911 system to call the police, saying she was in fear for her life -- charge her with attempted "deprivation of civil rights under colour of law".
