“From the shores of Tripoli” - Marines in the beginning of our country, went to protect ships from Moslem piracy. Since Moslems were in the habit of cutting of heads with swords during such excursions, Marines wore leather collars to protect their necks.

If you look you’ll find the details, this is just off the top of my feeble memory.
