Another major crisis is arising. Cities and towns across the United States have seen a MAJOR drop in sales tax revenue. This is going to lead to extreme financial duress for these municipalities. What happens next?

For government that means cutting jobs when unemployment's already probably 25%. Want the economy to recover?
If they are worthless parasites then they don't need to be employed by the taxpayers. Most are worthless anyway.
