What if ... the unmasking requests were to FVEY / Five Eyes?

We knew this!

The surveillance was being conducted by other governments being used by Hussein to spy on Americans. So US officials then get approval to access the foreign intel via no such agency via these unmasking requests.

I am not sure if this is where Bongino ends up but I find this possibility interesting.
